Qatar


Conditions for granting of a certificate of good conduct (Police Clearance) Classified according to the purpose for which it is granted
Firstly: For the purpose of submission to ministries, companies, and Government institutions for employment.
A- Conditions for Qatari people (men and women): The following documents must be brought:
  • A letter of recommendation to work from the ministry, institution, or company which the person shall work for should be directed to the Director of Criminal Evidence and Information Department.
  • A copy of ID card.
  • 3 photographs size (4X6cm)
  • Fees: a 5 Riyals category revenue stamp.
  • A copy of secondary certificate (for men)
  • A letter of non-objection to work in government departments issued by the Armed Forces of Qatar for people under the age of 30 and they did not obtain the secondary certificate (for men) and did not work in the Armed Forces or the Ministry Of Interior.
  • A copy of the resign paper or a no obligation letter from the last job you had if applicable.
B Conditions for Gulf country citizens. The following documents must be brought:
  • A letter of recommendation from work.
  • The Passport and Qatari ID card (if available) and a copy of both cards as well.
  • 3 photographs size (4X6cm)
  • Fees: a 5 Riyals category revenue stamp.
  • A certificate of good conduct issued by the concerned authorities from the applicant's country and documented by the concerned authorities and validated by Qatar's Ministry of Foreign Affairs or from the country representative. Excluded from this (those who have been born in Doha under the condition of bringing a copy of Birth certificate, and who entered the country under the age of 13 under the condition of bringing a copy of passport indicates the date of their first entrance to Qatar).
  • A letter of non-objection from the guardian or the sponsor for women and a copy of the passport.
C- Conditions for residents from other nationalities (men and women):
The following documents must be brought:
  • A letter of recommendation from work.
  • The Passport and Qatari ID card (if available) and a copy of both cards as well.
  • 3 photographs size (4X6cm).
  • Fees: a 5 Riyals category revenue stamp.
  • A letter of non-objection from the sponsor.
  • A letter of non-objection from the sponsor for women and a copy of the sponsor's passport.
  • If the husband works in the Armed Forces or the Ministry Of Interior he must present a prior approval letter from his work headquarter for the wife to work for the concerned authorities.
  • A certificate of good conduct issued by the concerned authorities from the applicant's country and documented by the concerned authorities and validated by Qatar's Ministry of Foreign Affairs or from the country representative. Excluded from this (those who have been born in Doha under the condition of bringing a copy of Birth certificate, and who entered the country under the age of 13 under the condition of bringing a copy of passport indicates the date of their first entrance to Qatar).
Secondly: For the purpose of submission to: other authorities (To the Customs Department "to work in custom clearance", to the Ministry of Justice "For opening law offices", the Ministry of Finance "exchange companies" and the Ministry of Finance "Veterinarians", etc......for other purposes other than employment.
A- For Qataries:
  • A letter from the concerned authority or personal letter (under specific cases).
  • A copy of ID card.
  • 3 photographs size (4X6cm).
  • Fees: a 5 Riyals category revenue stamp.
  • If the applicant works in the Armed Forces or Police he must bring a letter from the headquarters of work in order to issue the certificate.
  • A certificate of good conduct issued by the concerned authorities from the applicant's country and documented by the concerned authorities and validated by Qatar's Ministry of Foreign Affairs or from the country representative. Excluded from this (those who have been born in Doha under the condition of bringing a copy of Birth certificate, and who entered the country under the age of 13 under the condition of bringing a copy of passport indicates the date of their first entrance to Qatar).
B- For residents:
  • A letter from the concerned authority and the sponsor.
  • The passport and Qatari ID card and a copy of both cards.
  • 3 photographs size (4x6).
  • Fees: a 5 Riyals revenue stamp.
  • A certificate of good conduct issued by the concerned authorities from the applicant's country and documented by the concerned authorities and validated by Qatar's Ministry of Foreign Affairs or from the country representative. Excluded from this (those who have been born in Doha under the condition of bringing a copy of Birth certificate, and who entered the country under the age of 16 under the condition of bringing a copy of passport indicates the date of their first entrance to Qatar).
** for women: a letter of non-objection from her sponsor at work plus a copy of the sponsor’s passport and a prior approval letter from the husband work if the husband works in the Armed forces or Police.
C- If the applicant is out of the country after the Qatar's resident permit expires he/she must send the following documents for granting a certificate of good conduct.
  • A personal letter states the purpose for granting a certificate of good conduct.
  • A copy of passport indicates the date of the first entrance to Qatar and the final departure.
  • 3 photographs size (4X6cm).
  • Fees: 8 US dollars (by cash or check).
  • A certificate of good conduct issued by the concerned authorities from the applicant's country and documented by the concerned authorities and validated by Qatar's Ministry of Foreign Affairs or from the country representative. Excluded from this (those who have been born in Doha under the condition of bringing a copy of Birth certificate, and who entered the country under the age of 13 under the condition of bringing a copy of passport indicates the date of their first entrance to Qatar).
  • Fingerprint form validated by the concerned authorities of the applicant's country.
Thirdly: for the purpose of submission outside the country in the case of immigration or doing business or for study or for any other purpose:
A- The following documents must be brought by Qataries:
  • A personal letter indicates the purpose for granting of the certificate of good conduct.
  • A copy of the Passport and Qatari ID card.
  • Fees: a 5 Riyals category revenue stamp.
  • 3 photographs size (4x6).
** The following documents must be brought if the applicant is a resident:
  • A personal letter states the purpose for granting of the certificate of good conduct.
  • The passport and ID card and a copy of both cards.
  • 3 photographs size (4x6).
  • Fees: a 5 Riyals category revenue stamp.

INDIA


To apply for a Police Clearance Certificate, the applicant is required to fill a Miscellaneous Application Form No. 2. The application form is available at the Passport Office at a cost of Rs.5/- or can be downloaded from this website. The filled-in application form may be submitted personally or through a representative having identity document and authority letter signed by the applicant as per Annexure 'L'. Only one set of application is necessary unless specified otherwise by the officer concerned.
Application Fees

An all inclusive fee of Rs.300/- is to be paid along with the application form either in cash or by bank draft drawn in favour of Regional Passport Officer, Delhi. In case of bank draft, full name and date of birth of the applicant should be written on the reverse of the bank draft.

Documents Required
  • Valid Passport in original.
  • Proof of residence
  • A set of three completed Personal Particulars Form if the applicant has not stayed at the present address for the last one year

Requirements For The Issue Of The Certificate
For Omanis: 
  • Filled application form

For Resident Expatriate:

For Foreigners Staying Outside The Sultanate:
  • A letter from the applicant, indicating their name and mail address

  • Copy of the passport including the pages containing the previous residence stamp during the applicant’s residence in Oman.
  • Transfer the fees of US $ 12.00 or equivalent thereof in the Directorate General of Inquires and Criminal Investigations' account no. 3106-453888-500, Oman Arab Bank, Qurum Branch.
  • Submit by express mail confirmation of the depositing together with the application to the        Director of Criminal Evidence,

United Arab Emirates


Certificates of Good Conduct (also called Police Clearance Certificates) can be obtained from Dubai Police within 2-3 working days for residents within the country.

For citizens and residents inside the UAE:
The applicant’s fingerprints are taken.
Obtaining the document takes between 48 and 72 hours.

For citizens and residents outside the UAE:
Required documents:
  • A copy of the applicant’s passport.
  • A copy of the old passport provided that the previous residence is fixed in it.
  • A card showing the applicant’s ten fingerprints on the official form issued by the competent authority – Police – in the country of residence. The card should be attested by the UAE embassy in the resident’s country and by the office of the UAE Ministry of Foreign Affairs.

Police Clearance Certificate
A police certificate is an official document issued by police or government agency of a country to enumerate any criminal records that the applicant may or may not have. Criminal records may include arrest, conviction, and possibly criminal proceedings.
Police certificate is also known as good citizen certificate (in HK), good conduct certificate, police clearance certificate, or judicial record extracts.
Applicants may have to submit fingerprints and certain personal information to request a criminal record check, and the police or government agency may charge a fee. If no record found, the police certificate will indicate such.
It is mainly used for the following purposes: 
  •      To engage in business.
  •      Obtaining entry visas for certain countries.

Period Of Validity
A police certificate may or may not have period of validity itself, and criteria for validity varies for each country.
